Use 6-dichlorotoluene to chlorinate under the catalysis of chlorine and phosphorus trichloride to generate 2,6,α,α-tetrachlorotoluene, and then oxime with hydroxylamine hydrochloride under the action of concentrated sulfuric acid to obtain 2,6-dichlorobenzene oxime, and then chlorinated to obtain 2,6-dichlorobenzene oxime chloride, and then cyclize with ethyl acetoacetate to form, ethyl 6-dichlorophenyl)-5-methyl-4-isoxazole formate. The latter is hydrolyzed with alkali and acidified to obtain the product.
